With one of the most diverse populations in the UK, representing communities with roots in more than 200 countries, Leeds is home to world class international talent. The city has delivered high quality experiences for residents, businesses and visitors alike, from the largest spectacle to the smallest community celebration, from international producers to bedroom DJs.

Now, on the eve of the Grand Depart, might the city have a new opportunity to bring together our diverse network of communities, cultures, business, sport, retail, hospitality, the arts and many more? Could the European Capital of Culture Competition offer an opportunity to build on the momentum brought by the Tour de France and galvanise the city behind a shared goal to tell our story to the world?

Whether or not to bid is a question for the whole city, not just for our cultural attractions, artists and venues.This event marks the start of a conversation that we hope will continue deep into 2014 with the widest range of stakeholders and communities giving the matter their consideration. Our proposal is to bring the results of all those conversations back together later in the year to inform our ultimate decision.
Why now? 2023 is the next opportunity for a UK city to enjoy this title. Ten years may seem a long way off but if we choose to submit a bid, we would need time to prepare and ensure that the city delivers a really memorable and compelling programme, one that would propel Leeds onto the world stage. Bidding for European Capital of Culture would need the commitment of the widest possible range of people and organisations.
